FRENCH Diners are crammed into the 45-seat dining area of this cheery small dining room, but the French tapas are so delicious and affordable, no one seems to care. Indeed, this friendly, fast-paced neighborhood haunt has become a blueprint for other restaurants that understand the allure of small plates.
